of State should reserve an expression of his own opinion
in the matter except in so far as is necessary to set the
Governor right as to the true position of the Consulting Engineers. It would however we think be desirable to tele- graph to the Governor at once as suggested by the Consult- ing Engineers as to his future attitude towards the Resident Engineer and that in the subsequent despatch confirming the telegram it might be pointed out to the Governor that in appointing a Committee to inquire into the position of affairs he unnecessarily discredited the Resident Engineer in the view of the public, and that the preferable course would have been upon the receipt of the first report of the
Director of Public Works to have referred the question
home for the report of the Consulting Engineers, as no
immediate action was necessary in the matter.
